Everyone that isn't female Dragon Warrior, Christmas Wallpaper Mercedes, female Aran, Hilla, and Irena (I think she showed signs of having breasts once, but I can't remember when.) are equally flat.
This is Maple Story. Breasts are a rather recent addition, and even then, still a rarity.
