No, he just doesn't die when he is killed. Hodi is pretty strong in his own right, but he just doesn't compare to the Straw Hats. His officers are also strong, but are easily outclassed by the Straw Hats. Hodi has been getting knocked out left and right, he just seems to last long. He's pretty much a perfect punching bag.

Looks like it but...I'm still wtfing that he could use an attack underwater, his rubber powers should have been WAY weak and ineffective.
Well I guess swimming = impossible but powers I guess can work. Hodi has a devil fruit and can swim though so...

If you use the colour of arms haki you can still have the same strength underwater. He just can't swim or breath underwater is all.

I think the water did affect him. His arm just turned wavy because of the water resistance. When Luffy pulls back his arm, Fukaboshi says "You're getting tired, I knew it." to Luffy.

I think he said that to Shirahoshi, because she was swimming away from Hodi and the Arc the entire time. That's how Hodi caught up to her. No clue why Luffy didn't seem to get tired though.

Hodi stated that a mermaid's speed can't compete with him "the way [he] is now." He caught up to her because of the steroids.
