No, you will suffer no penalty. Only Fire, Ice, Lightning, Poison and Holy gets that depending on the element on the weapon. Dark element is excluded both from bonus and penalty. You can get level 103 staves from gachapon or as a semi rare drop from Castellan in Ninja Castle (lvl 180 boss, about a billion HP in total). The lvl 163 staves are gachapon only. I think only lvl 130 wands come from CWKPQ bonus, but I could be wrong.

Staff 7 came from cwkpqbonus but idk if all 4 drop

Looking over some guides..
Is Summon Reaper ever really used? Is it possible to use points for Drain instead of Reaper?
Or does it not carry over to past "jobs".

Eh, right now with my BaM at LHC theres never a time you'd activate reapers. Boss ID monsters don't count for reapers so its just dead useless. Other than that though, I've used it at Ani and occasionally get 1-3 Reapers coming out. Kinda helps I guess, they do about 1/3-1/4 of my dmg per reaper. I have mines set at lvl 19 just for the summon chance, while blue aura at max to dodge some seduce every now and then.
As for drain, no it doesn't carry over to past jobs. You're stuck with what you got unless you use a sp reset.
