It's the 1st gen I try breeding for IVs so I'm still a newb, and breeding Riolu is a pain since I have to evolve it into Lucario in order to breed. Good thing it's an auto 3 31 IVs since it has no egg group.

Yes. Many Pokemon won't be available until the transfer option is rolled out.
