imo, anything over 40% boss would be good,legendary or not, on legendary for example 40% boss 9% damage, the boost provided by %ignore isn't big enough with the amounts you have atm.

The main duping group usually tags their stuff so that's one giveaway. Otherwise it's pretty obvious e.g. 20+ att rac masks
