Why do you think Nexon America's job, testing-wise, is to do anything other than to make sure nothing crashes?

Logically, if Nexon Korea is doing the coding, they bear the responsibility of making sure their code works as intended.

I would imagine that this is because they haven't decided whether or not they want to rollback. It could also be because they don't have a fix for it yet, but needed to take the game down to stop further abuse anyway.

Pretty sure it's mostly this.

Taking the game down and then twiddling their thumbs while waiting for Korea to send a fix is basically all they can do to deal with an exploit.
