I've bought a variety of useless things that seemed like a good idea at the time. Maybe they were and I just grew to take them for granted, which resulted in them losing their previous values.
Nevertheless, how do you Southperrians control your urges when they need to be? I try to step back and carefully assess my needs and wants on the item in question, but even that judgement is, to some degrees, biased.
Tips? Stories? Rules of thumb? Note, though, this is buying stuff for YOURSELF. Buying gifts is an entirely different thing, as far as I know.
One thing I still can't get over is an upgrade to SSD for my laptop. Their continued price reduction doesn't help either.

I too suffer from shopping impulse. Especially as of lately. How do I control my urges? Nigga what? When I want a pair of Jordans I BUY THEM and have no money for food for the rest of the week. So far it's been working out pretty good. Not really.

Overload is my cure.
My worst temptations come in the form of internet shopping, but once I've filled my cart with way over budget and still don't have everything I want in there, I get into an infinite loop of "can't make up my mind which to toss" and end up buying nothing.
For physical shops, I am usually able to tell myself "this item costs half price online, no point buying it here" (it's even true, unfortunately).
But, somehow, my home is full of things I bought and never used, or used far less than their cost warrants... I doubt anyone can fully resist impulse shopping. Being able to not go over-budget with it is good enough for me.
@OP: The continued price reduction of SSD should actually help you resist. "If I wait another month it'll cost even less!"
@KhainiWest: In what sense are you "thinking about retirement"? Saving every penny for it?

I don't really care about food, my money is saved up for emergency (since I kind of reported my household situation incorrectly, I expect to pay some tax money by the end of the year, but I don't know how much, so I have to save a good chunk). It's pretty bad when I'm tempted to spend such cushion money.
@ Sapta: That's what I've been telling myself (and their risk of dying), though they've become quite affordable that it feels like my fingers is already rubbing on one.
@ Khaini: You just have to find the kind of things you really enjoy shopping for. I'd never cast a second look at any store I'd come by until I came over to the US and started discovering electronic/computer part online stores. Now I can't stop browsing and drooling.

Just make online shopping carts/baskets of everything you want in particular places. It's free and a great way to highlight the things you really like without acting on them in terms of owning them physically. I do this with so many sites it's ridiculous, and probably have tens of thousands of dollars in baskets between a handful of stores.
Then just let it go. In this sense you've spent the time to shop for the item, placed it into a cart, along with everything else, and at the end you've spent the same amount of time as you would if you were shopping in general, so you feel satisfied with the action, since it sounds like you're having regrets after actually buying things.
Perhaps my favorite aspect of doing this - and quite honestly the most practical aspect - is that when you actually do intend to buy something from whatever retailer you're looking at, you know exactly what you want and, in most cases, simply have to delete the items from your basket you can't afford at the moment and go through with the purchase of whatever it is. It makes buying things REALLY easy because you've already put in the time looking at them, debating their necessity in your life, etc.
I'll just use a personal example to end on and to underscore this fact: I love J.Crew. It's my favorite luxury brand that wouldn't be considered a top-tier designer but is such a small notch away from this that it had a show at New York Fashion Week this September, unlike almost every other retailer compared to it. Since May, I've placed a total of three online orders through them. The total of said orders, however, was around $1,000, with each having from 3-8 items. Before I placed each order I had spent about 3 months looking at, playing around with, and debating each item until I finalized exactly what I wanted to buy when I bought it (all of which, I might add, were purchased with 20-25% discounts, which I mention simply to say that retailers often have % off sales, and if you've waited patiently to buy something, they tend to be the best times to place orders, because - obviously - you can get more for your money).
I've been writing this post while sipping a glass of wine and listening to music intently, so I haven't really focused on cohesiveness. I hope my points came across well; if not and you have questions, ask away. But yeah, that's what I do. Online window shop constantly, make dream baskets, buy certain items when the money becomes available. Easiest way to control impulses while ensuring you get exactly what you need/want.

I always ask myself if I really want or need what I'm planning to buy. I do suffer from small impulses from time to time, but I don't have a lot of trouble keeping myself from those. That and I'm Dutch. I just tell myself that if I don't buy 20 things of 2 (like random snack impulses when I'm not really hungry) you can use that money to buy something of 40 instead.

Then I enjoy orgasming a lot because seriously, I'm online window shopping all the time. Well, when I have a couple minutes I can justify spending. Which is kind of like actual masturbation anyways.

I have an "indulgence budget" I allow myself for things like candy and alcohol. If I want to buy something silly, I take it from that. If it pertains to my apartment (furniture or whatever), I take it from my savings.
