Anyone know the pattern for "some of you?" Last time this happened it was those with thanksgiving items in their inventory.

All characters on my primary account have been affected by this, however none of them are off ranks. Kinda hurts for questing or scroll hunting with ease. Meh, I need to catch up on my catalog of console games anyway.

My F/P seems to have been affected and I'm not off ranks as well.
Haven't checked my other characters.

Expect an unscheduled maintenance as soon as they think they have one.

Hmm... that could be a direction... I'm a packrat and my main is carrying all sorts of ancient event items, from Notebooks to Dark Tokens - and is off ranks (along with all other chars on that account).
Haven't tried to open shop or trade, but I can't drop anything.
Many on-ranks buddies are still unable to open shops or make parties, though, so it seems there are two different levels of being affected by this glitch or glitches.
