this surface can never exist as a surface but if you able to hold a network of atoms in place (wouldn't be a surface) with enough space to jostle around without hitting each other and yet maintain the charge/field between them (so that its a pseudo surface) you could do it. But to the best of my knowledge it has no practical use other than to prove a point/theories.
